The Department of Housing & Neighborhood Revitalization’s popular Home Improvement and Preservation Program distributed applications Oct. 6. Due to COVID-19, the program has been retooled to accept paper applications. Applications will be available at the following locations from 10:30 a.m. to 5:30 p.m. on Oct. 6 to Oct. 15 via curbside service:
- Polk Wisdom Branch Library, 7151 Library Lane
- Pleasant Grove Branch Library, 7310 Lake June Road
- Martin Luther King Jr. Branch Library, 2922 Martin Luther King Jr Blvd
- Audelia Road Branch Library, 10045 Audelia Road
Applications may also be downloaded at dallascityhall.com/hipp.
Completed applications will only be received Oct. 17 from 10:30 a.m. to 3:30 p.m. at the same locations paper applications were distributed. Applications will be processed on a first-come, first-serve basis thereafter. Early or incomplete applications will not be accepted.
City staff will host a series of orientation workshops to educate applicants about changes to the program. The workshop will discuss how HIPP works, documents required to successfully complete an application, as well as program deadlines.
Two virtual orientation dates have been scheduled as follows:
A virtual question and answer session, hosted by the Dallas Public Library, will be held Oct. 7 from 2 p.m. to 3:30 p.m.

A virtual open house will be held Oct. 8 from 8 a.m. to 8 p.m. Housing staff will present about HIPP at the top of every hour and answer questions afterwards.

Below is a short breakdown of program components.
Major Rehabilitation Program
The level of assistance for the Rehabilitation Program is limited to the amount required to address the rehabilitation work scope as defined by the City. This involves a low-cost, forgivable loan to the homeowner that won’t exceed the maximum allowable funding level of $50,000.
Housing Reconstruction Program
Housing Reconstruction Program assistance is provided in the form of a loan. The homeowner must certify annually the home is not for sale and is their primary residence until the loan is repaid to the City in full. Applicant must also correct all code violations that exist on the property. This program is by referral only by City staff.
